The Operation Manual for Sylff institutions under the conventional scheme covers such aspects of Sylff program operations as (1) announcement, (2) selection, (3) awarding of fellowships, and (4) endowment management. Under the new financial scheme,(3) and (4) are undertaken by the Tokyo Foundation for Policy Research.
